Lesley Morgan is a contractor Investigator for the U.S. Department of Health and Human Services Office for Civil Rights Pacific Region. Lesley investigates complaints alleging violations of HIPAA and civil rights laws filed against covered entities and breach notifications filed by covered entities and business associates. She is a licensed attorney in the states of Washington and Arkansas. Her background in the practice of law includes environmental, administrative, regulatory, financial, and bankruptcy law. She is a member of the Washington State Bar Association Environmental Law and Land Use section. Lesley obtained her Bachelor of Arts degree in Psychology from the University of Central Arkansas in 2005 and obtained her Juris Doctorate degree from the William H. Bowen School of Law at the University of Arkansas at Little Rock in 2009.
