My previous role was manager and consultant for a Release of Information Service.

I’ve written, as part of a 3 person group, past OrHIMA release of information guidelines and have helped sponsor bills in the OR legislature and have testified in public hearings regarding health information bills.

Chris Apgar, CISSP

Chris Apgar, CISSP, CEO and President of Apgar & Associates, LLC, is a nationally recognized information security and privacy expert. He has 21 years of experience assisting health care organizations and vendors comply with HIPAA and other privacy and security laws. Mr. Apgar has assisted healthcare, state and local government, nonprofits and financial organizations implement privacy and security safeguards to protect against organizational harm and harm to consumers.

Mr. Apgar is Chair of the Oregon Prescription Drug Monitoring Program Advisory Commission and he’s a member of the Oregon Health Information Management Association Board of Directors. Mr. Apgar has been a Certified Information Systems Security Professional since 2002 and is a senior member of the Information Systems Security Association. Mr. Apgar is a Certified Chief Information Security Officer as of 2020.

Julia Huddleston, CIPP/US, CIPM, CCSFP

Julia Huddleston holds the designations of Certified Information Privacy Manager, Certified Information Privacy Professional, and Certified (HITRUST) CSF Practitioner.  She works with Apgar & Associates’ clients on certification readiness, compliance assessments, security risk analysis and policy and procedure review and implementation.  She also oversees and directs Apgar & Associates’ day-to-day business functions, including finance, operations and marketing.  Julia joined Apgar & Associates, is September 2010, after nearly 25 years of state government management
